Review of SPP1: State Planning Framework

The WA planning system has a very complex planning framework which is difficult to navigate. Since its inception in 1998 the role of SPPl has been well understood i.e. that SPPl provides the context for preparing and assessing planning schemes and other planning decisions as well as decisions on applications for review by the State Administrative Tribunal. Put simply SPPl is a register and hierarchy of policies, strategies and structure plans of the WAPC that government and industry must have due regard to. 

The current draft of SPP 1 however, rather than being an hierarchical framework has included new categories such as manuals and guidelines (that presumably provide guidance) and position statements (to replace some not all planning bulletins and which are not policies) that has created another layer of complexity and uncertainty in navigating the WA planning framework.
