ACT eyes block consolidations to support missing middle

Developers may gain the ability to merge more residential blocks under proposed planning changes to boost missing middle housing in Canberra.

Last week, ACT Planning Minister Chris Steel told the crowd at an ACT Property Council event that he is considering expanding block consolidation rules to enable more low-rise, medium-density housing in the ACT.

Mr Steel said that the government was exploring broader block consolidation measures, including within the RZ1 zone (primarily low-rise housing), to enable more low-rise, medium-density housing throughout the capital.

“Larger consolidated blocks makes it viable for more homes: homes to be built in a single project with better outcomes for the future residents and streetscapes,” Mr Steel said.

“Consolidation of multiple blocks allows missing middle housing developments to be better balanced across a larger site and provides room for living infrastructure such as trees that will make these homes a better place to live.

“I am confident that these reforms are feasible and will deliver the outcomes of more homes being built ahead of consultation with the broader community.

“Broad community consultation on the draft missing middle design guide and draft major plan amendment is anticipated to commence in the coming months.”

These changes closely align with the Property Council’s advocacy and its 60,000 homes report by Purdon, which highlighted the urgent need for more medium-density housing, planning system efficiencies and well-located development.

Mr Steel announced plans to unite agencies and industry to remove regulatory barriers and enhance housing supply and affordability with an productivity agenda.

In the same speech, Mr Steel affirmed said the government had no intention of eliminating lease variation charges.
