The value of industry assistanceThe Queensland Competition Authority (QCA) has released the Interim Report – Industry Assistance: Performance Assessment Framework. The QCA previously developed an issues paper in April 2014, which included a conceptual framework for assessing the commerciality of the Queensland Government’s industry assistance measures. In a submission on the issues paper, the Property Council stressed the importance of considering the community and industry benefits of industry assistance measures such as the Great Start Grant, alongside their direct economic contribution.The Interim Report adds further detail to the conceptual framework introduced in the issues paper, provides a number of parameters for assessing the effectiveness of industry assistance measures, and introduces a cost-benefit assessment matrix. The report does outline considerations outside of direct economic contribution, including potential community and industry benefit. Consultation on the Interim Report will continue until January 2015 with a final report submitted to Government in June 2015.The report is available here.
