The Property Council has provided submissions on the Forest Windfarm Development Bill 2020 and on market rent reviews in residential parks.
Forest Windfarm Development Bill 2020
The Property Council has provided a submission to the Queensland Government’s State Development, Tourism, Innovation and Manufacturing Committee on provisions in the Forest Wind Farm Development Bill 2020 that seek to amend the Springfield Structure Plan (SSP).
The submission supports the proposed changes in the Bill as they will preserve the efficient functioning of the SSP and provide clarity for stakeholders.
The SSP is an excellent example of how Development Control Plan (DCP’s) areas (such as North Lakes and Kawana Waters) can integrate a planning and infrastructure framework to adapt flexibly to the changing needs of the community.
The coordination of infrastructure and planning has been a long-term advocacy issue for the Property Council. In recent years, new growth areas have lacked the level of coordination that was provided for under the DCP framework.
The Bill will preserve the existing and highly successful DCP framework in Greater Springfield and provide clarity for both residents and investors.

Market rent reviews in residential parks
The Property Council has written to the Department of Housing and Public works about industry concerns with the proposed regulatory response to market rent reviews.
The key concern is that the proposal is a blanket response across all residential parks that will not be targeted at those experiencing financial hardship due to COVID-19. Therefore, it will be inconsistent with the Queensland Government’s response to residential and commercial leasing issues.
The Property Council believes that the market rent review process should continue under the existing legislation and a separate policy on individual hardship be established.
