Spring Hill Neighbourhood Plan

Brisbane City Council has adopted the Spring Hill Neighbourhood Plan, which will come into effect as part of the Brisbane City Plan 2014 on 14 September 2018.

The revised plan aims to prioritise future growth, protect heritage places and promote economic development, by supporting well designed urban environments, improving pedestrian activity and increasing retail spaces. 

Detailed plans for Spring Hill include:

– Establishing Astor Terrace as a focus for commercial development to be supported by shops, restaurants and bars
– Promoting the revival of Boundary Street as a vibrant centre with shops, restaurants and cafés
– Enabling the expansion of educational and medical institutions in the area in a way that minimises impacts on surrounding sites

– Enabling new high-density development to occur between Boundary Street and the CBD
– Protecting the highly valuable heritage and character of the area and adding a further 27 sites to Council’s heritage register.

In June 2017, the Property Council provided a submission with concerns relating to the introduction of restrictive tower site cover requirements proposed as part of the draft Spring Hill Neighbourhood Plan, which were significantly different to the previous consultation version released by Council. This advocacy led to Council implementing revisions to tower site cover provisions, enabling development to respond to the challenges and opportunities in the precinct.
