Property Council provides strong response to Precinct Design

Property Council WA has worked with our local members and national colleagues to prepare a draft submission into Design WA’s draft State Planning Policy 7.2: Precinct Design.

The policy, released by Planning Minister Rita Saffioti in August, seeks to outline how planning and design guidelines can be better integrated as part of the Design WA suite of work.

Feedback from members has centred around the broad scope of Precinct Design, as well as concerns that any form of residential infill could act as a Precinct Plan trigger. Questions remain about where Precinct Design fits into the broader WA Planning landscape and the ability for it to be used by determined interests to delay or prevent development in certain areas.

Our submission is strong on the need for Precinct Design’s intent to be clearly defined and restricted for use in strategic locations only. That would include station and Metronet precincts, other urban transport corridors and locations deemed to be strategic in the planning mix by the WA Planning Commission.

There is broad support for the Guidelines from our members, although a number of key items including consideration of Developer Contributions, Community Benefits and Inclusionary Zoning remain a concern from a development point of view. Work continues with members most likely to be impacted by those Guidelines to ensure they reflect the mechanics of development in WA.
