Post Building Moratorium The Building Amendment Occupancy Certification Bill 2016 was introduced into Parliament during the February 2016 Legislative Assembly Sittings. It is scheduled for debate in the March Sittings (15-17 March 2016), with a view to pass the legislation prior to May 2016.By way of background, the decision was made to place a moratorium against prosecution for noncompliance with certification requirements until 30 June 2016, to allow time to review and prepare two new additional categories of certification: – Certificates of Substantial compliance; and – Certificates of Existence The department has worked with certifiers, structural engineers and other relevant stakeholders to finalise a Bill and develop the guidelines for the additional categories to come into effect. Guidelines and regulations are currently being developed. Professional development education sessions will be offered towards the end of April 2016, to ensure certainty around the final guidelines.
