Infrastructure update
As councils and water entities in Queensland adopt their annual budgets and infrastructure charges resolutions, information about increases to infrastructure charges, and development fees and charges, are being disseminated.
Below is a snap shot of the information that has been made available.
Brisbane City Council
Brisbane City Council has introduced Brisbane Adopted Infrastructure Charges Resolution No.5 for development approvals decided on or after 1 July 2015.
Council has increased infrastructure charges for some residential development types, and for reconfiguring a lot. This is the first increase since 2013.
- Reconfiguring a lot: $14,000 per lot
- Residential – one or two bedroom dwellings: $10,000 per dwelling
- Residential – three or more bedroom dwellings: $14,000 per dwelling
Note: the above charges do not include charges levied by Queensland Urban Utilities.

Queensland Urban Utilities (QUU)
QUU Infrastructure Charges will remain the same in Brisbane, Lockyer Valley and Somerset council areas.
Ipswich City Council and Scenic Rim Regional Council have indexed their Adopted Infrastructure Charges for the 2015/16 financial year. This will result in an increase of approximately two per cent to QUU’s charges.
QUU has also released the Development Services fees and charges for 2015/2016. More information on QUU’s infrastructure charges and Development Services fees and charges can be found here .
Moreton Bay Regional Council
The Property Council provided a submission to Moreton Bay Regional Council on the draft Infrastructure Charges Resolution & Implementation Policy.
On 23 June, Council adopted the revised infrastructure charges resolution that incorporates changes that were identified by the Property Council and other submitters. The final documents can be found here .
Townsville City Council
Townsville City Council adopted a new infrastructure charges resolution on 23 June 2015, further information on the resolution and base charges can be found here .
