Infrastructure Contributions Bill passes Parliament Legislation establishing a new infrastructure development levy framework for Victoria has passed Parliament.The Property Council supports the Planning and Environment Amendment (Infrastructure Contributions) Bill 2015, which introduces a more efficient system for levying infrastructure contributions in growth and strategic development areas. We have been closely engaged in the reform of Victoria’s development contributions system since the process began in 2011.The new system is similar in its objectives to the draft model developed under the former Government. Additional changes to the Bill included extra reporting requirements for the Minister for Planning, collecting agencies and development agencies. Efforts to cap indexation below CPI were unsuccessful.The new system will be introduced in early 2016 and will be first applied in greenfield growth areas and strategic development areas. Going forward, the Property Council will work closely with the Government to ensure a smooth implementation. A copy of the Bill can be found here.
