Fishermans Bend rules change againThe Property Council has reacted cautiously to the introduction of new development controls in the Fishermans Bend Precinct. Property Council Victorian Executive Director, Sally Capp, said it was vital that there is a fair balance between community, government and industry expectations on the controls which will determine the Precinct’s design future. “The new controls are a mixed bag but we will hold final judgment until the neighbourhood plans are complete,” said Mrs Capp. “Government has identified this Precinct as being responsible for attracting future talent, housing and office space for our growing population. It is essential that the development controls reflect these expectations and facilitate appropriate development. “The property industry does not support the introduction of controls which micromanage building design. Development controls should encourage innovation by striking a creative balance between affordability, amenity and flexibility. “Industry is also opposed to the introduction of inclusionary zoning requirements on private land and apartment bedroom quotas within the Precinct. The imposition of either will severely undermine future investment and scupper the area’s full potential. “The Property Council supports the Government’s overall ambition to stimulate more private sector investment in affordable and social housing. However, we believe there are more effective pathways to achieving substantial reform than the methods flagged in the new controls. “We encourage the Government to work constructively with current applicants who are caught out by these controls to enable them to achieve viable outcomes given their investment to date. “The Property Council made recommendations about Fishermans Bend to the State Government in 2014. Many of these observations and recommendations still ring true. “We have a unique opportunity to create a world-class employment and residential precinct.
