Council endorses Draft City Centre Neighbourhood Plan
Brisbane City Council has released the Draft City Centre Neighbourhood Plan (the Plan) to the public.
The Plan was endorsed by Council on 24 February 2015 and is currently with the Queensland Government for review.
The current City Centre Neighbourhood Plan is one of 73 within City Plan 2014, and provides detailed planning guidelines at a more localised level than the City Plan provisions.
The Plan includes five precincts, which outline provisions for new development:
- Retail precinct: guides the design of building frontages to promote successful retail and dining streets. This precinct includes Queen Street Mall and its surrounds.
- Quay Street precinct: sets a lower scale built form for this city fringe location to provide a transition to Milton and Petrie Terrace.
- Queen’s Wharf precinct: has been declared a Priority Development Area by the State to facilitate the delivery of an integrated resort development.
- River precinct: guides the design of buildings to optimise public space and access to the riverfront, and also seeks the delivery of improved Riverwalk infrastructure.
- Howard Smith Wharves precinct: will be a world-class riverfront destination featuring high quality parklands, revitalised heritage buildings, dining, retail, hotel and event facilities. This is a new precinct for the Plan, and has required an extension of the Plan’s boundaries.
Critically for Property Council members, changes to the Plan include:
- Removal of Gross Floor Area limits and height limits for many sites
- Inclusion of the Quay Street and Howard Smith Wharves precincts
- Dealing with heritage issues primarily through overlays
The Plan has been provided to the State Government for their interest check and will be open for community and stakeholder consultation following this process.
The Property Council will continue to be involved in the development of the Plan, following the interest check process.
