Council Budget Announcements
Several Queensland Council’s have announced their 2020-21 budgets.
Townsville City Council
Townsville City Council have announced a $648.8 million 2020-21 budget.
The budget contains significant changes to the rating categories following a review that commenced in 2018. The changes include a removal of the CBD categories and a rationalisation of the retail categories, resulting in some decreases and increases depending on the property type and size.
Non-strata multi-unit dwellings will see a significant rates increase as they are now assessed the same as strata multi-unit dwellings.
Other highlights of the budget include:
- $221.9 million infrastructure investment
- $15 million capital relief package
- $0.7 million for CBD development incentives
- Up to 25% reduction in infrastructure charges (up to $2,000), for local job creation
- $1,000 First Home Buyers Incentive

Ipswich City Council
Ipswich City Council have announced a $603.4 million 2020-21 budget.
Included in the budget was a commercial rate increase of 2.4 % and a general rate increase for residential properties of 2.75 %.
Other highlights of Ipswich City Council’s budget include:
- $8,000 for COVID relief to help stimulate the economy, promote jobs and bring investment back to the region
- $4.3 million for road maintenance
- $232 million capital program
- $13 million for strategic transport infrastructure

Moreton Bay Regional Council
Moreton Bay Regional Council have announced a record $685 million budget to revitalise the economy post COVID-19.
As part of the budget, rates will increase by an average of 2 %. This includes a $200 rates rebate for residents on Job Seeker.
Other highlights of Moreton Bay Regional Council’s Budget include:
- $220 million capital works program
- $32.9 million for the COVID response
- $143.3 million for road and transport initiatives.

Mackay Regional Council Budget
Mackay Regional Council have announced a $306 million 2020-21 budget.
The Council announced that there would be no increase in general rates or fees and charges.
Other highlights of Mackay Regional Council Budget include:
- $7 million COVID-19 response
- $113 million in capital works
- $7.6 million in signature projects (including Mackay Waterfront)

Cairns Regional Council
Cairns Regional Council have handed down a $312 million 2020-21 budget.
Included in the budget is a general rate increase of 1.8% with a 2.8% rates rise flagged in the next two financial cycles.
Other highlights of the budget include:
- $181 million capital works program
- $43.5 million for roads, bridges, drainage, kerb and channel, and shoulder sealing
- $32.7 million on water and waste infrastructure
