Consultation on Kahlin Compound and Old Hospital Site and Flagstaff Park Concept Plan
The Northern Territory Planning Commission (NTPC) has released to the public a draft conceptual plan to guide the potential development of the Kahlin Compound and Old Hospital site and Myilly Point, including Flagstaff Park.
The Property Council of Australia welcomed the opportunity to provide a submission in on the Concept Plan which supported the need for a draft concept plan looking at the Old Darwin Hospital Precinct as a whole and with the intention to prepare a design brief for an EOI process for the potential development of the land.

Previous consultation has highlighted the strong values and emotional ties the community has with these sites, including Larrakia cultural ties, commemoration of the Kahlin Compound, the history of the Old Hospital, the Myilly Point Heritage Precinct, Cyclone Tracy and World War II.
The NTPC has carefully considered feedback from previous consultations and developed a draft conceptual plan that accords with the principles of the recent Darwin City Centre Master Plan and respects the need for community spaces and the heritage values of both sites.
Any development on the site will need to be high quality, economically viable and respect the values of nearby residents and key stakeholder groups to create a premier residential area that complements existing development.
The concept plan has been kept flexible to invite feedback on what level and style of development the community accepts as appropriate for the site. The concept combines the sites for the first time in a consolidated plan that covers the whole precinct, including the Myilly Point Heritage Precinct.
Key elements are:
•an expanded heritage precinct
•realignment of roads to link Mitchell Street to Kahlin Terrace and a new road around the Myilly Point Heritage Precinct
•low density development adjoining Lambell Terrace, a possible mix of two and four storey
•taller buildings (up to eight storeys is suggested) on the corner of the block near Myilly Towers, taking into account the views of existing residential buildings
•tall buildings (up to eight storeys is suggested) in a development area at Myilly Point, mirroring the density across the road but with views across parkland to Mindil Beach
•large areas for community space at Flagstaff Park, Myilly Point and about 40 per cent of the Kahlin Compound and Old Hospital site which links to the expanded heritage precinct
•the potential for an iconic public facility, which was a frequent suggestion in previous consultation.
