BRISBANE CITY COUNCIL GREEN BUILDING INCENTIVES
Brisbane City Council has released the eligibility criteria for developments seeking to qualify for Council’s Green Buildings Incentive Policy. The incentive is available for residential and commercial office buildings, with eligible developments able to receive a per cent rebate of infrastructure charges paid for Council networks.
For a development to be eligible for the infrastructure charges rebate it must:
- Be a minimum of three storeys high
- Have an eligible DA approved between 1 July 2020 and 30 June 2022
- Lodge a request for incentive between 1 July 2022 and 31 December 2023
- Must not be receiving another development incentive benefit from Council
In addition to the above criteria residential buildings need to meet one of the five criteria listed below, and commercial buildings must achieve criteria three, four and five.
Criteria 1 – 5 Star Green star rating from GBCA achieved using the ‘as built’ certification
Criteria 2 – UDIA Envirodevelopment six leaf certification (three to 15 storeys)
Criteria 3 – Compliance with a minimum number of sub-elements from the Buildings that Breathe Design Guide, depending on the height of the building
Criteria 4 – Carbon neutral certification (achieved against the Climate Active Carbon Neutral Standard for Buildings)
Criteria 5 – Achieve a minimum green plot ratio, depending on the use of the building
Since the announcement of the rebate in the Budget, the Property Council has been providing input to Council to assist in finalising the framework. Now that the full policy has been finalised and released, we will work with Council on its implementation to ensure it achieves its stated objectives.
Notably, we will advocate for an extension of the timeframes to ensure that larger, more complex developments are able to qualify, and seek to better align the commercial criteria requirements with that of residential to ensure more projects are able to benefit from the incentive.
