Lease Variation Charge Scheme Submission

The ACT Government has recently released a discussion paper on the review of the Lease Variation Charge (LVC) Scheme. Property Council has welcomed the opportunity to contribute to this review and has prepared a submission that has put forward modifications to the existing scheme in relation to residential and commercial aspects.

The submission outlines our first-hand experience in dealing with the current LVC system and provides an overview of potential enhancements, both in its application to residential and commercial/mixed use developments.

The six key themes that the submission focus on include:

  • Improving clarity, certainty and transparency
  • Simplification of the system to create efficiency
  • Creating a fairer system
  • Minimise time delays in determinations
  • Enhancing dispute resolution processes
  • Revenue neutrality

We look forward to working with the ACT Government in a constructive and collaborative manner to enhance the LVC system to ensure that it better achieves its objections and better serves the needs of our community.
