“Jobs need roads”: Property Council calls on NSW to resolve Aerotropolis roads impasse

The Property Council of Australia is asking the NSW Government to work with landowners to bring forward the upgrade of development-enabling roads in the Western Sydney Aerotropolis. 

In a submission to the parliamentary inquiry into ‘Critical transport infrastructure supporting the Western Sydney International Airport and the Western Sydney Aerotropolis’, the Property Council identified several key recommendations it is calling on the NSW Government to enact: 

  1. Bring forward the delivery of key roads by enabling industry to deliver road works as Works-In-Kind, offset against developer contributions 
  1. Stop gold-plating infrastructure. Property Council asks government to work with industry to deliver affordable infrastructure in the short to medium term, while preserving a corridor for long-term projects 
  1. Supplement industry funding with a Western Sydney Employment Lands Delivery Fund, to be administered by the Department of Planning Housing and Infrastructure 
  1. Fix the governance mess, by exploring options with industry to promote better infrastructure sequencing and coordination. 

The Aerotropolis Roads Package — consisting of upgrades to Badgerys Creek Road, Luddenham Road, Elizabeth Drive, Mamre Road and a new Eastern Ring Road — has been the subject of Property Council advocacy since 2021. 

“Six out of 10 electorates with the highest unemployment in the state are in close proximity to the Western Sydney Aerotropolis and would benefit from the delivery of these jobs. And jobs need roads,” Property Council Western Sydney Regional Director Ross Grove said. 

“With Sydney’s industrial vacancy rate hovering at around one per cent, our industry is motivated to work to make the Aerotropolis happen. Prospective tenants are looking for new sites but there isn’t enough certainty regarding when the subarterial roads will be upgraded. 

“The industry is pleased by recent comments from the Premier that he is open to working with the industry to bring these roads forward. We haven’t seen any new large-scale road works in the Aerotropolis announced since 2014, so progress on this front is well overdue.”
