A new model of city leadership

Sydney will be better positioned to close the jobs deficit in our west and housing supply gap with the formation of the Greater Sydney Commission, according the Property Council.

The Property Council first called for an independent authority to take charge of metropolitan-wide city planning in 2006 and has welcomed confirmation of its details.

“We need to break down the bureaucratic barriers and silos which have strangled Sydney’s growth,” NSW Executive Director Glenn Byres said.

“An independent commission with the authority to bring state agencies and councils into line with a common vision for our city is essential.

“Given a proper mandate and a meaningful capacity to deliver results, the Commission can act as a game-changer that overcomes dysfunctional city planning.

“Sydney has two big strategic challenges – a jobs deficit of 200,000 in our west, and a housing supply shortfall forecast to grow to 190,000 by 2024 without action.

“The status quo won’t cut it and we need to move to a model that can better align delivery of transport and social infrastructure with jobs and housing growth.

“Smart, sustainable growth means investing now in the leadership and big strategic choices that can help accelerate Sydney’s standing as a global city.

“There will need to be a clear focus on deadlines for delivery, transparent reporting on outcomes and properly resourcing the work program to ensure the Commission succeeds.

“The shift in emphasis for appointments to independent planning panels and their expanded role will also require strong oversight.”
