LOCKING IN AN EXTENSION TO INDUSTRY-FOCUSED STIMULUS TO SUPPORT THE RESIDENTIAL DEVELOPMENT SECTOR

including targeted stimulus measures for the housing sector such as the reinstatement of off-theplan stamp duty concessions and the removal of the Foreign Purchaser Additional Duty.

CONTINUING TO ADVOCATE FOR A VIABLE BUILD-TO-RENT HOUSING ASSET CLASS IN VICTORIA

by working closely with the State Government to develop a workable definition of eligible Build-to-Rent projects for the purpose of Land Tax concessions announced in the 2020 State Budget.

through partnering with members, the Queensland Government and Brisbane City Council to encourage workers, shoppers and visitors back to the CBD, boosting productivity, innovation and investment.

SIMPLE, FAIR, COMPETITIVE TAXATION

It is clear there is a need for urgent, fundamental tax reform in South Australia, and nationally. Reforms to property-based taxes are a critical part of this process. Inefficient taxes act as a handbrake on the economy – impeding transactions, stifling activity, inhibiting job growth and constricting productivity. The Property Council will continue to fight for complete stamp duty abolition on all types of property transactions and for a more competitive land tax regime in SA.

A MODERNISED PLANNING SYSTEM

The Property Council is fighting for a modern, depoliticised and efficient planning system in South Australia that creates investor certainty and drives economic growth. Our vision for planning is a system that is user friendly, acts as a development enabler and has a world-class reputation.

LOCAL GOVERNMENT EFFICIENCIES

The commercial property sector pays more than its fair share when it comes to local government taxes. A pillar of the Property Council’s advocacy in South Australia is around ensuring transparency, value for money and efficiency gains at the local government level.

ACCELERATE HOUSING APPROVALS AND IMPROVE AFFORDABILITY

Costs associated with delays ultimately drive-up end prices and lower investment appeal for home buyers. The State Government must legislate for approval timeframes across all regulatory bodies involved in the planning and building process. Where proposed legislated timeframes are not met and the proposal is submitted in accordance with the relevant planning conditions, approval should then be deemed to have been granted

CLEAR THE TASNETWORKS’ BOTTLENECK

TasNetworks’ processes must be streamlined and set out in legislation to provide transparency and accountability regarding energy connections for residential developments. A detailed review of the contestability of TasNetworks’ services must be undertaken to understand why competitors are not entering the market. TasNetworks must also increase the number of designers retained and the stockpile of electrical connection materials available to ensure connection in a timely manner. Failing that, legislation must be introduced requiring both scope and design to be completed within 42 days.

URGENTLY FINALISE THE TASMANIAN PLANNING SCHEME

Local government planning processes and state agency referral times lack certainty and transparency and adds significant delays and costs to development and hurts the ultimate purchasers and tenants of projects. The Tasmanian Government must prioritise implementing the state-wide planning scheme, creating much needed consistency across all local government areas to reduce costs for developers, builders and end-users, and maintain housing affordability across the state.

Advocate the development of a policy that will address fragmentation across all Central Business Districts.
